Philippine police have safely recovered a Chinese schoolboy who was kidnapped by a gang who killed his driver and cut off his finger in a bid to force his parents to pay a huge ransom, officials said.

But the Scottish First Minister said it is the ‘wrong choice’ to fund increased spending by slashing international aid.

Grenfell Next of Kin, a group representing some bereaved, said it will be ‘paying close attention to these words and intentions’.
