Trump proposes creating a type of green card program for wealthy foreign investors that would give them permanent residency and a pathway to citizenship for $5 milllion.

Details of President Trump's "gold card" visa program are still being finalized, but the proceeds are already earmarked to help tackle America's national debt burden.

The president seems to be interested in letting people pay for citizenship, rather than offering it in exchange for private sector investment, attorneys said.
