《条例》于2024年11月27日，经陕西省第十四届人大常委会第十三次会议表决通过，自2025年3月１日起正式施行，是国务院《节约用水条例》实施后全国首部该领域省级地方性法规。《条例》明确了水利、发展改革、教育、工信、住建、农业农村等部门的工作职责和责任，对农业、工业、服务业，供水企业、公共机构以及城乡居民落实节水措施分别作了具体规定。鼓励工业企业开展节水工艺改造，有条件的高等院校加强节水技术创新。
