That .exe file seems to work (it produces the Snipping Tool window with the "New" option. (now merged into snipping tool) I have found an alternative for creating a straight line within snip tool if this is all you require. if you hold down the SHIFT key as you create the line it will snap at 45 degree increments.

What it will also do is while the system is frozen, both monitors will then display black screens and then reappear after a couple of seconds with the system back to being responsive.
