As noted in the Entered Apprentice degree, its purpose is to break off the rough parts of stone, found on the Rough Ashlar, and preparing it to become a finished stone or Perfect Ashlar, which then can be used in building a structure.
The common gavel was a working tool given to the more inexperienced apprentice in the lodge to break off the corners of the rough stone or ashlar, thus the better to fit it for use by the more sophisticated craftsmen who would further chisel the stone into a suitable cube, rectangular solid or other shape for installation in the building
