Snowdin, LV 11. Waterfall, LV 13. CORE, LV 16. Which leaves LV 17 as the highest reachable on any Neutral ending. No grinding is, of course, a bit more approximate.

Other details: Killing Snowdrake is a must. The ballet shoes and tutu are better for Undyne than the notebook and glasses. It does not matter at all what you equip for the fight with sans.
