Use the brush to paint over a selection of text or graphics to apply the formatting. This only works once. To change the format of multiple selections in your document, you must first double-click Format Painter. Tip: Use Alt+Ctrl+C to copy a format, and Alt+Ctrl+V to paste a format.

Use Format Painter to quickly copy and apply formatting to text, shapes, and pictures. Select the text, shape, cells, or picture that has the format you want to copy. Select Format Painter . Single-click Format Painter to apply the formatting once. Double-click Format Painter to apply the formatting more than once.

Blur a picture in Word or PowerPoint - Microsoft Support
Word and PowerPoint allow you to blur an entire image by using the blur artistic effect. Use Insert > Pictures to place the photo in your document. Select the photo on the canvas. On the Picture Format (or Format) tab of the toolbar ribbon, select Artistic Effects.

You can draw shapes in Office by using the freeform Shape and Scribble tools. You can customize the look of a standard shape by using edit points.
Change the colors in a text box or shape - Microsoft Support
On the Drawing Tools Format tab, click Shape Fill > More Fill Colors. In the Colors box, either click the color you want on the Standard tab, or mix your own color on the Custom tab. Custom colors and colors on the Standard tab aren't updated if you later change the document theme.
